MILWAUKEE — A Milwaukee police officer has been charged with misconduct in public office for improper use of police resources.
51-year-old Detective Tehranghi Chapman is accused of conducting 20 total illegal searches using the Milwaukee Police Department’s Flock system over 6 years.
He allegedly placed a GPS tracking device on one person’s car and tracking their activity 17 times over six years, from 2019 to 2025.
He’s also accused of using the police department’s FLOCK license tracking system to search for a different person’s license plate 3 times on the same day last January.
The case came to light during the investigation into former MPD officer Josue Ayala, who pleaded guilty and was convicted of misusing the system last month for tracking an ex-girlfriend.
Detective Chapman claimed the searches were for “training” purposes.
He has more than 22 years of service with MPD, and has been on full suspension since March 13, 2026.
