In the press conference, Milwaukee Police Chief Alfonso Morales states it was around 7 p.m. Friday when an off-duty DPW employee traveling on State Highway 218 about 15 miles north of Austin first spotted something suspicious along the shoulder of the road. It was found to be a blanket covering a young child, believed to be that of Noelani.
